Crime Fighter

Despite its name, Crime Fighter is about committing crimes. Up to four players start out fresh from prison and work their way up the city’s underworld by picking pockets, robbing shops and banks and stealing cars, then hire and arm gangsters of their own while the police close in. Peter Steffen later released it as freeware.
